Market Overview: KAZAKHSTAN
•Total installed capacity of the energy system: 20.6 GW;
•The installed capacityofrenewable energy sources (hereinafter – RES): 10 MW, including 1.5 MW of PVP.
Prerequisites for RES development:
•The approved Framework for transition of the Republic of Kazakhstan (hereinafter - RK) towards “green economy” requires electric power production of 3%, 30% and 50% from RES by 2020, 2030 and 2050 respectively.
•АО “NAK “KazAtomProm” guided the construction ofa technological cluster, namely “KazPV” plants, in Astana and Ust-Kamenogorsk for production of silicon ingots, cells and modules with a capacity of 50 MW per year.
State regulation and sale of electric energy
•The electric energy is sold at regulated rate of $0.19/kWh (if KazPV’s solar panels are not used) or $0.39/kWh (if KazPV’s solar panels are used);
•PPA is concluded between an energy generator and a subsidiary of the national network company KEGOK, which acts as a processing centre;
•The government of RK has approved 28 PVP projects with total capacity of 713 MW which are expected to be commissioned in 2015–2020.
